Context
A national programme to strengthen the competencies of public-sector leadership, aimed at officials and managers from administrations that differ by type, region and size.
The challenge
Reaching a very large audience spread across many organizations with a single competency model, running the assessment remotely and returning results that serve both the individual and those who plan upskilling and reskilling policies.
Quint's approach
  • Mapping of the public administration's competency model (seven areas) onto the Deeper Signals psychometric constructs, grounded in fifty years of validation studies and consolidated scientific evidence.
  • Design of the programme's communication: invitation emails, reminders and a kick-off video built for a large, distributed audience.
  • Assessment delivery on a proprietary platform, with invitation and reminder campaigns.
  • Aggregate analysis by organization, region and type of administration.
What was done
  • 8,773 assessment licences assigned to officials and managers across 123 organizations.
  • Communication and reminder campaigns managed centrally.
  • A personalized potential report for every participant.
  • Aggregate analysis delivered in two tranches: model and design first, then delivery and analysis.
Deliverables
  • Competency model mapped onto psychometric constructs.
  • Communication kit: emails, reminders, kick-off video.
  • Individual potential reports with strongest competencies, development areas and personalized suggestions.
  • Aggregate analysis by organization, region and type of administration.
Results
  • The public administration's competency model mapped onto the Deeper Signals psychometric constructs.
  • Communication designed and run for a large audience spread across many organizations, with invitation and reminder campaigns from a proprietary platform.
  • Results aggregated by organization, region and type of administration to support upskilling and reskilling policy planning; every participant received a personalized report.
Why Quint
Quint can take rigorous psychometrics to national scale: same instrument, same scale, a report that serves every person and an aggregate figure that serves policy makers.
